POSITION PURPOSE:

The Area Health Education Center (AHEC) Southwest Director provides strategic leadership and direction for advancing the mission of improving the healthcare workforce, distribution, and practice transformation across Oregon’s rural and underserved communities. This role is responsible for developing and implementing HRSA-funded workplans, fostering academic–community partnerships, and ensuring compliance with federal and state program requirements. The Director leads initiatives that expand health career pathways, support clinical training in underserved areas, and strengthen retention of healthcare professionals through continuing education and workforce development. Acting as the primary liaison between Aviva Health, Oregon AHEC Southwest, HRSA, and community stakeholders, the Director plays a critical role in aligning workforce strategies with local health priorities and sustaining long-term program impact across multiple counties in the southwest region of Oregon.

ESSENTIAL FUNCTIONS:

  • Direct the planning, implementation, and evaluation of the AHEC program in alignment with HRSA requirements, Oregon AHEC goals, and organizational priorities.
  • Develop and execute long-term strategies that strengthen health workforce diversity, distribution, and practice transformation.
  • Design, oversee, and evaluate AHEC Scholars and other workforce pipeline programs, ensuring compliance with federal and state guidelines.
  • Expand student pathway initiatives (K-12, undergraduate, graduate) to engage underrepresented and disadvantaged populations in healthcare careers.
  • Coordinate rural and underserved clinical training experiences for health professions students, including housing, preceptor support, and site development.
  • Build and sustain collaborative relationships with academic institutions, rural healthcare facilities, community organizations, and state agencies.
  • Convene stakeholders to address emerging workforce needs and align with Oregon’s healthcare transformation goals.
  • Serve as the primary liaison with HRSA, Oregon AHEC Program Office, advisory boards, and external partners.
  • Develop and deliver continuing education opportunities for healthcare professionals practicing in rural and underserved areas.
  • Implement mentorship, peer support, and professional development initiatives to improve workforce retention.
  • Manage program budgets, grants, and contracts to ensure compliance with HRSA and organizational policies.
  • Prepare, submit, and present timely reports to HRSA, Oregon AHEC, and the organizational board of directors.
  • Pursue additional funding and sustainability strategies through partnerships, grants, and community support.
  • Collect and analyze program data to assess outcomes, inform decision-making, and drive continuous improvement.
  • Ensure compliance with HRSA performance measures, state workforce initiatives, and institutional policies.
  • Report outcomes to advisory boards, funders, and community stakeholders.
  • Represent the AHEC program at state, regional, and national meetings.
  • Advocate for rural and underserved workforce needs at policy and planning tables.
  • Lead staff, faculty, and contractors involved in delivering AHEC initiatives.
  • Formulate and execute a marketing and communications plan, including strategies and tactics for the promotion of AHEC of Southwest Oregon's programs and activities.

QUALIFICATIONS:

Education

  • Master’s degree in public health, healthcare administration, education, human resources, or a related field.
  • Equivalent combination of education and progressive leadership experience in healthcare or workforce development may be considered.

Experience

  • 5+ years of progressively responsible leadership experience in healthcare, education, workforce development, or nonprofit program administration.
  • Demonstrated experience managing HRSA or other federal/state grants, including budgeting, compliance, and reporting.
  • Proven success developing and managing workforce pipeline programs, health professions education, or community-based training.
  • Experience working with rural and underserved populations and understanding of the unique challenges in Oregon’s healthcare delivery system.
  • Strong track record of building and sustaining academic, community, and healthcare partnerships.

  • Strong leadership and team management abilities, including mentoring, coaching, and performance management.
  • Capacity to represent the program at state and national levels and advocate effectively for rural/underserved healthcare workforce needs.
